The Paris Accord was never anything more than a smoke and mirrors illusion to make the left think Obama was doing "something" about climate change anyway. It's not a treaty, it has no power of law because it never passed congress. Basically all it ever was, was Obama giving a handshake and saying, "Yeah, those are good climate goals, we'll work toward meeting them." The most Obama or Biden could do is direct various government agencies to do what they can under current law to meet the goals. No "accord" can create new laws or regulations out of thin air.
