Probably using Bureau of Prisons special operations teams in Washington. If a prison riot broke out they would not have the personnel to stop it.

Convicts only protest when there’s hostility, and aggression between groups that gets out of hand, and when they feel their own rights have been violated, and their grievances unheard. You don’t mess with their food. You don’t mess with their mail, packages, and phone calls. And you don’t mess with their recreation and visits.
