Actually the idea is not off base, and in certain contexts it is way more important than wearing masks in public, and the data backs up that statement.
When do most Covid-19 infections occur? They occur (a) in close contact, (b) indoors, (c) with continued contact over some period of time. THAT is not at all like the random, in passing, casual contact when out shopping.
A large after-action contact tracing study looked at where a many thousand group of New Yorkers had obtained their Covid-19 infections. The largest percentage was at home. The second largest group was in healthcare/nursing care related facilities. Together that was more than 80% of the cases. The minority, 20% was scattered around many different venues.
So, based on data, where - in those cases in that study - would masks have been the most helpful? In the home, not while out doing daily chores in public, where contact is usually not close, not in close spaces, and not sustained over some period time.

Actually the advice does make sense. It would also make sense during a very active flu season. If you are out and about a lot and it is possible you have been exposed to the virus you should take steps to protect those people in your household who are high risk. That includes wearing a proper mask if you are in close contact with them.

If the politicians and essential actors and tv hosts do not wear a mask then why should anyone else.
