As an alternative, you can always replace the gas tax and tolls with a VMT, but then you would get into the privacy issues. The Cato Institute did come out with a policy paper on how you could institute a VMT while preserving the driver’s privacy. This was a number of years ago.

The simplest application of the VMT would be to base it on odometer readings without any regard for where a person drives.

There is a much bigger issue underlying all of this. We simply don’t finance our infrastructure properly because it is crowded out in budgets at every level of government by other sh!t that is considered a higher priority by most Americans.

What force in politics would do THAT?

Besides; yer 'smart' phone/car already KNOWS where you've been, and will make assumptions on that data to guess where you MIGHT be going next!
