No, it was worse than that. He actually impeded any kind of activity to hold Dems to account. He denied Republican committee chairs subpoena authority and just basically worked against Trump and conservatives. Other than the R behind his name, he was almost as bad as Pelosi. He was/is the definition of a traitor to Republicans and the country.
