Yes, I had read that.
There were 209k+ more ballots ‘cast” than voters.
What I am looking for is whether physical ballots exist or whether the tabulated totals were wrong in their system.
I’ll take as an item of faith the state lawmakers involved know exactly what they’re doing.

State legislatures have supreme power as to their Electors.
If no candidate has 270 or more EC votes, then Congress (House) gets involved under the 12th Amendment.

What is binding is the 12th Amendment:
“The person having the greatest Number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President. But in choosing the President, the votes shall be taken by states, the representation from each state having one vote; a quorum for this purpose shall consist of a member or members from two-thirds of the states, and a majority of all the states shall be necessary to a choice.”
Biden has 306 EC votes but if 37 of his Electors are rescinded, then he does not have a 270 majority and the 12th Amendment throws it into the House of Representatives by state delegations in which case Trump wins.
I bolded the relevant part that you're missing. If Biden loses 37 EC votes due to them being de-certified or whatever and not being appointed for the EC vote, he still wins, 269-232. States that don't send appointed electors don't count for the votes, but they also don't count for the total. So your number of majority will drop as well.

No, Tiger is correct one vote per state.
No, Tiger is wrong. It is ONLY one vote per State if the EC vote produces a tie, or a winner with no majority. Any of these other votes are by the full House as normal.

I disagree. The total number of Electors in the EC is 538.
I see ‘appointed’ and ‘certified’ as having different meanings.
Appointed Electors to the Electoral College without certification may not have their votes counted by the Senate President.
For example, if AZ, GA, WI ‘rescind’ their Electors without certifying Trump appointed Electors, the counts break out to:
Biden 269
Trump 232
No count 37
To show this is wrong, find an election case where a president was elected without a majority of the membership in the EC. Today the membership total in the EC is 538. For any previous election, one must understand the EC membership total at the time.

The Twelfth Amendment, as noted earlier in this report, requires that candidates receive a majority of electoral votes, that is, at least 270 of the current total of 538, in order to be elected President or Vice President.

Votes withheld are tabulated as ‘no’ votes. The total EC memberships are preserved at 538, 435 mirroring the House of Representatives, 100 mirroring the US Senate, 3 for the District of Columbia.
An absurdity example: all Electors except the 3 Electors of DC are uncertified and are not counted. The EC totals are tabulated:
DC for Biden 3
No count 535

What the Dems in PA are claiming is that after nearly two months, 4 counties, including the 2 largest still have not added their totals to the list.
