I finally found the image of what I remembered this "well... bye" guy I've always seen posted on FR. I've always thought it was George Harrison of the Beatles and I have struggled for years to find the picture and era of what I remembered George Harrison looking like this guy. Here it is. Must be from early to mid 70's, where he looks quite a bit different from when he was in the Beatles.
Give Harrison a tan and a sombrero, twist his moustache upwards and give him a soul patch instead of a full beard and it's dead on.
