We are mistaken, however, if we think Barr to be an instrument for political prosecutions. We are so used to seeing AGs abuse their office we think it is normal and proper. It is not. He simply is not the proper authority to hunt down crimes and prosecute them. Neither is Trey Gowdy for that matter. The people doing the good work are not media whores, either. That’s the left’s bag.
Don’t think for a minute that the pursuit of justice is idle. Don’t mistake lack of news for lack of action.

“Playing it by the book” has a huge range of action and inaction. It’s roughly a meaningless conclusion or justification.
Can keep quiet on claim of ongoing investigation. That’s by the book.
Can issue press releases in public interest, at any time. That’s by the book.
