Doesn't say in the Constitution that they have to vote for a particular candidate as far as I read it." Neither the Constitution, nor other federal law binds an elector. Some state laws do for electors from those states.

That is correct. They could pick electors for Joe Schmoe off the street if they so decide. But all that would do is potentially give no one the win, and send the election to the (US) House. If all four States did that, 244-232-62 means no one has the majority.
Biden is winning by 37 votes as it is. So at least three of these States need to either flip to Trump or pick a third person to prevent a Biden win.
