Lee’s bill would close several fraud loopholes in the H-1B program, but it would also create a novel class of half-immigrants who will have permanent legal permission to work in the United States — but only temporary, short-term, permission to live in the United States.
These non-resident workers are created by a clause in Lee’s bill that allows visa workers to get lifetime work permits just two years after their employer sponsors them for green cards.
The visa workers could get the lifetime work permits just two years after starting a U.S. job — yet those work permits do not allow them to live legally in the United States. This means a large population of half-immigrants would work while relying on a series of temporary tourist and student visas to be legally in the United States.
“There’s a lot of sections in the bill which are poorly drafted, poorly thought through, haven’t really been vetted, and haven’t been talked about,” said Harrison. “So, most legislators simply don’t understand what’s in there.”
On December 2, Lee slipped his bill through the Senate by using the Senate’s “Unanimous Consent” rules after sidelining many opponents with various concessions during the last several years. The win was aided by an inside corps of tech lobbyists and an outside barrage of invective and protests from groups of Indian visa workers and their employers.
There is no limit to the number of foreign graduates who can take U.S. jobs — providing they first enroll in U.S. universities so they can qualify for the federal OPT work permits. The OPT is a huge feeder for the H-1B program, and it helps tech employers avoid hiring independent American professionals in heartland states.

I call it "Permanent Guest Worker" and would issue a "Red Card."
Permanent guest workers are free to live and work in the U.S., but are not allowed to ever apply for citizenship unless they returned to their country of origin and re-entered the United States legally.
Ideally, they also would not be able to convey citizenship to their offspring born in the United States.

That won’t actually stop the flow of H1B tech workers from India, given how much tech work was done virtually even before COVID.
Is that the same as the old bracero program used back in the 50’s & 60’s whereby Mexican labor companies could be contracted to bring in Mexican farm workers and take them home when planting or harvesting was done? It seems US farm associations would arrange with workers associations South of the border. It worked well until US labor unions screwed it up.

Birthright citizenship MUST end, and soon.
Between H1 visas, citizenship tourism (mostly by Chinese nationals, but also many others) and illegal border crossings, anchor babies born to non-citizens are distorting the shape of this nation’s demographics.
And before I am called a racist, let me finish my argument.
I am not necessarily saying the nation suffers if a larger portion of the citizen are ethnically Chinese, Mexican, or Indian.
What I am saying is that our current citizenry should choose if that is the way we wish to go.
So it is high-time to examine birthright citizenship, which is a legally dubious relic of 18th century.
And to think I used to believe that every time I entered North Carolina and saw the ‘Welcome to North Carolina’ sign I was actually seeing a sign that said, ‘Welcome to the Twilight Zone’......Utah has just fallen into that same category for me.
Screw this pal. This is theft of middle class jobs and is going to kill a lot of us in the IT industry. The final nail.

All of you small business proponents lamented the death of the American dream during the Plandemic and lock down. Well college grads have American dreams too.
Why not? We’re just half-citizens now.
The Republicans are the biggest threat to America. 4 years, Trump did not do a thing to fix H1B/OPT visas. But helped the Big Tech with tax breaks and more H1B/OPT visas. Trump did some window dressing just a few weeks before elections knowing well that will be thrown out in court. Now the GOP senators completely sold out American kids. US kids coming out of college will never find a decent white collar job for generations to come. All vital infrastructure like, banking, air travel, healthcare, insurance, Telecom all will be controlled by Indians. This is not a real country. No real country would never ever do something like this. This is just a place. That's it.
Lee should be tarred and feathered and put on a rail and run out of town.
Because today, in the middle of a coup, with massive censorship, we need to do a favor to big tech. We need to destroy the republican party.

Of course it makes sense for seasonal employment- which tech isn’t.
