China is planning a rapid expansion of its weather modification programme to cover an area more than one and a half times the size of India, in a move likely to raise concerns among the country’s neighbours.
The decision, announced by the cabinet on Wednesday night, would increase fivefold the world’s biggest cloud-seeding operation, which already employs an estimated 35,000 people.
For six decades, the communist nation has deployed military aircraft and anti-aircraft guns to lace clouds with silver iodide or liquid nitrogen to thicken water droplets to the point where they fall as snow or rain. The technology has mostly been used at a local level to alleviate droughts or clear skies ahead of major events, such as the 2008 Olympics or last October’s 70th anniversary of the People’s Republic of China.
But the proposed enlargement is on a scale that could affect regional weather patterns. The cabinet said it wanted to extend the artificial rain and snow programme to cover at least 2.1m sq miles (5.5m sq km) of land by 2025. The long-term plan envisages that by 2035, the country’s weather modification capabilities would reach an “advanced” level and focus on revitalising rural regions, restoring ecosystems and minimising losses from natural disasters.

six decades? I don’t think so. Six decades ago the Chinese were still Leaping Backwards.
What is concerning is they are aiming to control weather over an area equal to the landmass of Alaska. And weather moves. Which means weather can be weaponized by ‘stealing’ water that would otherwise be dropped elsewhere on other nations. Think California drought. Or European drought. Not to mention the silver iodide is toxic to aquatic life.
Just imagine if they were to cause enough rain that the Three Gorges Dam overfilled and collapsed.

Resurrecting thread to add some thoughts on the subject.
There are a number of factors that affect weather, El Nino, La Nina, cylical movments of the angle of the sun North and South (27k year cycle on that one!) 100,000k year wobble on the earth, and of course, Solar maximums and minimums (Sunspot and solar output.) Those we can’t control and yes they probably account for most of the changes in climate.

So, NOAA seems to have taken it seriously, and a 1970s Congress took it seriously. (Pre global warming propaganda era.)
China believes it can control the weather and harvest rain. (Backfired? Note their problems with Yangzte flooding and the 3 gorges dam.)

Just a threat or a military weapon?
So, so many factors that affect the weather, most beyond our control, but is China in effect killing butterflies with is weather modification? Could attempting to steal water/rain from India and Pakistan affects weather that results in floods in Holland and Germany?
Perhaps it is more accurate to say that they are NOT controlling weather as they in their pride believe, as much as introducing an unintended chaos that disrupts weather for the rest of the planet.
China got their hands on the Karl Rove Weather Machine.
