they have to choose the electors or risk going to jail for not acting.
I agree that the Constitution requires the legislature to choose the electors (so presumably they have to convene in some form to do that) but it is very unclear to me who exactly is supposed to send them to jail if they fail to perform their duty.

in the constitutional role of the state legislatures... it has been determined that they are untethered from state law, in performance of their constitutional duty.
in that aspect, the state legislatures are for one task only, part of the federal governmental structure... via article two. in that role, the federal union consists of not only the three main branches of government, but of the state legislatures as the key foundation and ultimate originators of the Executive branch. a fourth but temporary branch if you will.
in this domain only , the state houses are more tightly coupled to the federal government, than the “separation of powers” scholars would typically assent to.

A simple majority can call the House and Senate to work, and in a day pass a resolution, and cause a state’s electors to basically be held. And it is binding.
Use that template: WI, MI, PA, GA, AZ, NV, VA and NM.
