That is true but the bottom line is that whatever manipulation occurred it made the results unable to be audited and therefore must be Invalidated.
They are required by law to maintain records for an audit.
If they didn’t then the results are unverifiable.
The acceptance of the result by the certifying authority is the proof.

Since Dr Nia is the expert he should provide pointers on the easiest/quickest methods to validate his assertions. He failed to provide the roadmap to prove his points.
So IMHO his analysis is lacking.
Finally, an explanation for the states in question refusing to audit their systems.
