Those documents exist and the bureaucrats in Michigan are lying. When I was in software pre-sales the process of selling software or hardware to the public sector (government) was very well defined and required to over documented by law. Every process from the RFP (request for proposal), product demonstration, and the contract negotiations are required to follow strict procedures and to be extremely well documented
