7 Ways the 2005 Carter-Baker Report Could Have Averted Problems With 2020 Election

They called on states to increase voter ID requirements; to be leery of mail-in voting; to halt ballot harvesting; to maintain voter lists, in part to ensure dead people are promptly removed from them; to allow election observers to monitor ballot counting; and to make sure voting machines are working properly.

They also wanted the media to refrain from calling elections too early and from touting exit polls.

All of this may sound eerily similar to the issues in the prolonged presidential election battle of 2020. But these were among the 87 recommendations from the 2005 report of the bipartisan Commission on Federal Election Reform, known informally as the Carter-Baker Commission.

The bipartisan commission’s co-chairmen were former Democratic President Jimmy Carter and former Secretary of State James Baker, a Republican who served in the George H.W. Bush administration.

The commission was created to address voting and election integrity issues raised by the tumultuous 36-day postelection battle of 2000, which was settled by the U.S. Supreme Court decision that resulted in awarding Florida’s 25 electoral votes and the presidency to Republican George W. Bush over Democrat Al Gore.

Had Congress and state governments adopted many of the panel’s recommendations, the 2020 postelection mess between President Donald Trump and former Vice President Joe Biden might have been avoided, said Carter-Baker Commission member Kay C. James, now the president of The Heritage Foundation.

“So many of the problems we’re now hearing about in the aftermath of the 2020 election could have been avoided had states heeded the advice of the Commission on Federal Election Reform,” she said.

four things need to be modified and protected and changed to a more secure system:

1) Voter rolls. This is a ledger. There exists technology to protect a ledger from tampering, called Distributed Ledger. It is the crypto basis for block chain and can be used here to protect the voter roll itself. It also allows the voter roll to be both public and shared.

2) Ballots. Ballots need to be protected from forgery. Several technologies exist in this space. Serial number, qr codes, digital water marks etc. Ballots should only be produced by approved vendors, and printed with unique serial numbers / codes

3) mailing envelops. Like ballots, these should be likewise protected. US Postal service takes and maintains pictures of mail. There should be a image taken of all election mail returned to the voting location. Identical files provided to 3 parties. GOP, Dems and to the vote center

4) Voting machines should process 100 ballots, add the list of ballot’s serial numbers to the batch, and publish the batch results by adding to the vote total ledger.

5) Vote total ledger should also be protected by DLT technology (block chain).


How this works to prevent the two most common forms of voter fraud.

1) Inelligable voter. At the end of the election year.... say March after a presidential election. The prior voter roll is closed by adding an end document to the block chain. A new block chain is created. The two parties are allowed to “challenge” the voter roll. Any voter not challenged and voted in the last election is added to the new voter roll. Challenged voters are not added automatically but are sent a notice to the last registered email notifying them of the need to reregister if they desire to vote. Voters that did not vote in the last presidential election are silently (no contact) dropped from the roll.

During the year, voters may be added. Challenges may also happen but each add, challenge, move away, etc. have the action recorded in the voter roll. Each action is date/time stamped. Again, a public record reviewable and challengeable by political parties.

2) Ballot stuffing is greatly reduced by preventing the forgery of ballots. Ballots must be printed in such a manner as the equipment that printed the ballot is identifiable. This is already a requirement for digital printers due to the anti-money forgery laws. Adding unique serial numbers to the ballot and then registering the ballot serial numbers into a ledger prior to mailing or voting, and protecting the ledger of ballots via the DLT makes it near impossible to ballot stuff without detection.

Who knows, Pelosi’s first grab of the speaker’s gavel may have been aided by massive fraud as far back as 2006.
