All counties in PA have (and are required by law) to have paper ballots. So any hand recount of any precinct would reveal if there is any machine fraud.

Paper ballots which are produced by programmed machines may credit votes to candidates giving them fractional margins or deleting fractional margins. Take as an example ten ballots marked for each candidate. Voting machine is programmed to give candidate A 1.3 votes and candidate B .7 votes. Recounting the paper ballots by counting them yields 20 ballots, but the tabulation which goes to the server for compilation is 13 for A and 7 for B. The recount in Georgia never involved tracking the votes once entered, a time-consuming difficult job to accomplish in a few days. It just reported that there were 5 million votes cast and five million ballots. All seems good. But no one apparently demanded a different unprogrammed machine to count the votes on each paper ballot, even using stick men with pencil and paper to add up each candidate’s total votes apart from any software manipulation.
You should look a little deeper. There are two machines involved in Georgia. One machine the voter uses to enter their votes and produces a paper ballot. Then the ballot is taken to a machine that scans and tabulates the vote. The Georgia audit involved hand sorting the ballots by candidate and running them through the tabulating machines to make sure the hand count matched the count tabulated.
Thank you for the clarification. Given reports of wholesale insertion of reams of Biden ballots during the “pause”, does that mean that mail-in ballots were scanned by election workers since the process you describe could only apply to in person voting? If so, then once a ballot enters the system unchallenged as to origin, registration etc., there would be no need to surreptitiously program a voting machine, just produce adequate illicit ballots to stuff the box. without observation. Here I was naively going Tom Clancy, when the election fraud in Georgia was more Disney and Mickey Mouse. Mea culpa.
