All counties in PA have (and are required by law) to have paper ballots. So any hand recount of any precinct would reveal if there is any machine fraud.

Paper ballots which are produced by programmed machines may credit votes to candidates giving them fractional margins or deleting fractional margins. Take as an example ten ballots marked for each candidate. Voting machine is programmed to give candidate A 1.3 votes and candidate B .7 votes. Recounting the paper ballots by counting them yields 20 ballots, but the tabulation which goes to the server for compilation is 13 for A and 7 for B. The recount in Georgia never involved tracking the votes once entered, a time-consuming difficult job to accomplish in a few days. It just reported that there were 5 million votes cast and five million ballots. All seems good. But no one apparently demanded a different unprogrammed machine to count the votes on each paper ballot, even using stick men with pencil and paper to add up each candidate’s total votes apart from any software manipulation.
