The mayors are not prevented from issuing mask mandates. They are just prohibited for issuing fines or other punitive measures to individuals who violate the mandate. Businesses are also still free to set policy for employees and customers.

That’s kind of his job in situations like this. Doing away with the fines was a good thing. For one thing enforcement would be a nightmare. How would a police officer decide whether a person had a legitimate reason for not wearing a mask without demanding somebody violate HIPAA? How do they avoid accusations of racism if it turns out there is a racial disparity in non compliance? Do they fine the parents of a 6 year old who gets hysterical if he has to wear a mask? What about those who demand their day in court? Does the state have the resources for such cases? Who gets to define whether a face covering is in compliance?
Oh and why not issue fines for not keeping 6 ft apart from others in a public venue? That should be fun.
Nope. If the mayors want to tell people to wear masks they will have to trust they are convincing enough for compliance.
Every mask mandate has exemptions for health reasons. Businesses must still make sure that those who can’t wear a mask are able to receive their goods and services. What the business can not do is demand medical information from customers. So unless Publix wants to offer carry out/curb service/delivery service or set aside a block of time for such shoppers allowing some to come in sans mask seems reasonable.
Definitely DeSantis was right. I live in North Florida...in the only blue county up here, Duval, blue because of the presence of lots of people from the NE. Our mayor, the idiotic Lenny Curry, is theoretically a Republican but has issued so many mandates that he has crushed local businesses, which have just begun to come back once DeSantis made Lenny back off a bit on store, restaurant and bar closings.
However, Lenny set up his own mask police. DeSantis declared the fines unenforceable, but it’s still very disturbing to see bicycle mounted mask police entering a restaurant or even outdoor public gathering. Jacksonville is a city that is unable to control its murder rate, almost entirely driven by half of the black male population attempting to kill the other half (not to mention the innocent bystanders). But that would be too hard to do anything about.
And what’s even worse, is that the lib Karens up here - mostly older white women and young white men - seem to spend every waking moment calling up Lenny’s hotline to squeal on their local businesses, churches, etc.
Go DeSantis! I hope he’s president someday.

Because they’re sooooo incapable of issuing a local mandate, preferably passed by the local council, to deal with a spike.
I get that such a thing might not be such a hot idea. America is, at least in part, about local government.
Gov. Kemp in Georgia prohibited Atlanta Mayor Keisha Bottoms from issuing her own COVID restrictions. The election dumpster in Atlanta could conceivably be a form of payback.
