The WI Elections Commission does not seem to understand, it does not matter what the manual reads tomorrow, it's how it read on the election day. These are the rules the election was held under. I would suggest material changes may actual void the election.

Think of you took out a 30 year mortgage on you new house last week at closing. Next week the bank said oh by the way we increased your mortgage length to 40 years because we increased the interest rate and wanted to keep your payments the same amount.
