Pa. Health Department Secretary Dr. Rachel Levine issued another round of coronavirus mitigation strategies on Tuesday, including an update to the state’s longstanding universal face coverings order.
Now, the DoH has released a list of frequently asked questions related to the new mask rules, which are now in effect.
For starters, a news release said that the updated parts of the order “strengthen it” compared to what was put into place way back on April 15. Highlights of what’s new, per the Wolf administration, include:
Masks are required to be worn indoors and outdoors if you are away from your home.
When outdoors, a mask must be worn if you are not able to remain physically distant (at least 6 feet away) from someone not in your household the entire time you are outdoors.
When indoors, masks will now be required even if you are physically distant from members not in your household. This means that even if you are able to be 6 feet apart, you will need to wear a mask while inside if with people other than members of your household.
This order applies to every indoor facility, including homes, retail establishments, gyms, doctors' offices, public transportation, and anywhere food is prepared, packaged or served.
The biggest question from many Pennsylvanians after the news was announced via a virtual news conference focused on enforcement, and here’s how the Department of Health is addressing that. It writes, in response to the question ‘What if I don’t wear a mask?' that:
"The wearing of a face covering, such as a mask, helps us as a society to limit the spread of COVID-19 and successfully combat this pandemic; therefore, it is in everyone’s best interest that all Pennsylvanians comply with this Order.
“As this is a legal Order under the Disease Prevention and Control Law, law enforcement officers are authorized to issue warnings or citations to anyone who does not comply with the Order. The Department of Health can also issue warnings and citations to businesses, persons, facilities, and organizations that do not comply.”
It’s unclear what those citations might consist of, however, which has been a common theme when it comes to some of the Wolf administration’s coronavirus mitigation policies. While they are called orders, there is no clear information available about when a warning could be escalated to a citation and what the punishments tied to such a citation might be.
“We don’t want people and businesses, as they enforce those, to lead to conflict or anything like that,” Levine told reporters Tuesday.
“It will be the responsibility of law enforcement and businesses to enforce those mandates when people are in those businesses, and we really expect and anticipate that the public will come together, and we will stand united to be able to stop the spread of COVID-19 and the significant increases that we are seeing as outlined by the federal government.”
Whether or not any law enforcement action will be taken across the state, however, remains to be seen.
Here are some other key takeaways from the state’s updated face coverings order FAQ sheet, which is provided courtesy of the Department of Health (link here), but first, you’ll see exceptions from Section 3 of the order mentioned repeatedly below, and those are as follows:
"A. If wearing a face covering while working would create an unsafe condition in which to operate equipment or execute a task as determined by local, state, or federal regulators or workplace safety guidelines.
B. If wearing a face covering would either cause a medical condition, or exacerbate an existing one, including respiratory issues that impede breathing, a mental health condition or a disability.
C. When necessary to confirm the individual’s identity.
D. While obtaining a service that requires the temporary removal of the face covering, such as dental services.
E. When working alone and isolated from interaction with other people with little or no expectation of in-person interaction."
F. If an individual is communicating or seeking to communicate with someone who is hearing-impaired or has another disability, where the ability to see the mouth is essential for communication.
“If I’m inside a public place and can maintain physical distancing, do I need to wear a mask?
"Yes. When indoors, individuals must wear a face covering, irrespective of physical distance. If a person is working alone and does not expect to have any interaction with another person, they may remove their face covering.”
"Do I have to wear a mask if alone in my workplace or office?
“Everyone must wear a face covering when indoors, irrespective of physical distance, however, if a person is working alone, and has no expectation of being around other persons, they do not need to do so.”
"Does the masking requirement apply to workers who are outdoors, and who engage in heavy physical activity, such as employees of solid waste companies and landscapers?
“Yes. Individuals must wear a face covering unless working alone or working solely with individuals who are a part of their household. A list of the exceptions can be found in Section 3 of the Order.”

Do I have to wear a mask both inside and outside?
“The Order requires individuals to wear a face covering when indoors, irrespective of physical distance. When outdoors, one must wear a face covering when with others who are not members of the person’s household and unable to maintain sustained physical distance.”
"Do I need to wear a mask when around my family members or at a friend’s house?
“Yes. A face covering is required when indoors and around persons who are not part of the same household. For example, if you are a part of a family of four who is hosting a dinner with extended family, friends or neighbors, all attendees must wear face coverings. If having dinner with just the persons who reside in the same home as you, you do not need to wear face coverings. If outdoors and able to maintain sustained physical distance, face coverings are recommended, but not required.”
"Do I have to wear a mask at a restaurant, bar, or private club?
“Yes, individuals who are seated at a restaurant or other establishment that offers food and beverage service need to wear a face covering when not eating or drinking.”
"Does the Order apply to athletes and sports activities?
"Yes. Everyone who participates in sport activities including coaches, athletes (including cheerleaders), and spectators must wear a face covering, such as a mask, unless they fall under an exception in Section 3 of the Order.
"Indoors: Coaches, athletes (including cheerleaders), and spectators must wear face coverings, when indoors and where another person or persons who are not members of the individual’s household are present in the same space, irrespective of physical distance. This includes while actively engaged in workouts, competition, and on the sidelines, etc.
“Outdoors: Coaches, athletes (including cheerleaders), and spectators must wear face coverings if they cannot maintain sustained physical distance from persons outside of their household. This includes while actively engaged in workouts, competition, and on the sidelines, in the dugout, etc. If sustained six-foot distancing can be maintained, face coverings may be removed when outdoors.”
Author’s note: This guidance seemingly applies to all levels of sport, be it youth, school-sponsored, college, or professional. Previous guidance did not require athletes to wear face coverings while “actively engaged in workouts and competitions,” but this update does. It’s unclear whether or not point B from the exceptions listed above could be applied in this area.
"Do I need to wear a mask while walking my dog? Going for a run in the park?
“If doing an outdoor solitary activity outside that is not likely to result in being within six feet of another person, you are not required to wear a face covering. Individuals should consider carrying a face covering in case they unexpectantly come within six feet of others for longer than 15 minutes.”

The rules are nonsense. They're not really intended to keep anyone safer - they are intended to keep the sheeple used to following rules without question. Rules that may or may not be Constitutionally valid or strictly within the legal authority of those promulgating them. But start off small and easy and people just assume you have the authority...

What happens to people who are flying in from another state for T’giving, a few days max then will fly back to home destination...please do not tell me they need to be quarantined???
If they are unaware of their Constitutional rights and willingly surrender those rights to the State of their destination, then yes.
If, they make themselves aware of their rights in the 14th Amendment, they can resist up to their ability to accept what happens.
The State’s order apply to State residents.
Visiting citizens are not residents of that State and are not bound by those orders.
The 14th Amendment: No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
Further argument can be made for illegal restraint of interstate trade.
This sucks. I work for the Commonwealth and we haven’t been wearing masks while in our cubicles. I think that’s about to change.
Employers are always free to impose more stringent regulations under threat of discipline...generally not a good idea because anything exceeding legal mandates puts them on the hook liability-wise.
You can start by throwing every mask you have in the garbage.
Then march arm in arm down the main street of your town with other like-minded patriots.
