There are about 9,100 precincts in the state . Once a PA county declares it's finished its count (date will vary) a five-day period starts,
during which groups of at least three voters in a precinct can assert claims of fraud or error before a common pleas court.
In each precinct, that requires three voters put up $50 each. A county judge would oversee any such recount.

Unless this process includes throwing out fraudulent and late ballots, how can it overcome the 70,000 vote deficit in the “official” count? I guess if there were hundreds of claims, that might be evidence in some other lawsuit challenging the count.
