I believe the BUSH team waited until mid December when the election was decided by the courts. And even then, the Clinton folks trashed the White House and computer equipment. Took a bit of time to get up to speed.
To spend one dollar on transition before a legal determination of the results would be a violation of fiscal law.
Not a single state has certified results. Joe can wait a couple more days, or weeks. Or even a month.
