So, tell me, how can they know how many votes were affected yet they don't know which thumb drive is missing?

How did it show any votes at all, if the thumb drive is missing? And what is it? The voting machine, or something else? Do those 17 votes represent votes that were cast before the drive was removed, or after?

Just a guess, but probably averaging the number of votes from all the others? If you have 20 voting machines, they’re each going to get roughly the same number of voters. If 19 of them have between 200 and 225 votes tallied and one you’re not sure of, chances are you’re missing 200-225 votes from that machine.
