I had to blow it up to see it better, it looks like some kind of bolt (looks like wood bolts right now) that are pushed in or pulled out by some mechanism.
I am not sure how these new gates will work. Maybe they can operate them with a cell phone app (just joking, but who knows nowadays).
The old ones were lifted on a cable with a pulley and winch, and then braced in the raised position.

Seems like there's a period in the summer when the gates are open for crossers and wildlife, then. The enviros don't mention that...
I really have no idea what the San Pedro watercourse is like at the border, but I assume it's a decently sized river when running. In Bensen it doesn't look like it runs very often but there's a lot of scabby-looking country north of I-10 suggesting occasional massive flows into the riverbed...
The cottonwoods are not native to the area. They suck up, literally, tons of water. The pioneers carried them in and they spread in the river basins.
Medicine Man should do rain dance to end the drought. Instead he bring Trump Curse to the land.
Wind turbines kill many birds, with figures going as high as in the millions.
At least with these wall/gates, they can modify it so that water and aquatic life can get through safely.
