Trump issues order for some career federal employees to lose their civil service protections

Career federal employees whose work involves making policy would no longer be hired under competitive procedures and would lose their civil service protections from being fired as well as eligibility to be represented by a union, under an executive order that President Donald Trump issued Wednesday.

The order would shift those employees from what is called the "competitive service"-covering the bulk of the 2.1 million executive branch employees-into the "excepted service," which in general applies to political appointees below the level requiring Senate confirmation.

"This is the most profound undermining of the civil service in our lifetimes," American Federation of Government Employees president Everett Kelley said in a statement. "The president has doubled down on his effort to politicize and corrupt the professional service."

"This executive order strips due process rights and protections from perhaps hundreds of thousands of federal employees and will enable political appointees and other officials to hire and fire these workers at will," he said.

Trump said his order will "give agencies greater ability and discretion to assess critical qualities in applicants to fill these positions, such as work ethic, judgment, and ability to meet the particular needs of the agency."

Among career employees, the "excepted service" mainly applies only in positions in which it is not practical to use competitive processes in hiring, such as administrative law judges and attorneys. Agencies also have greater disciplining such employees.

The order tells agencies to conduct an initial review within three months, and a full review within seven months, of their positions "of a confidential, policy-determining, policy-making, or policy-advocating character not normally subject to change as a result of a Presidential transition."

Agencies then are to ask the Office of Personnel Management to move those positions into a newly created category of the excepted service.

In other words, it’s great. Just what we needed. If the union hates it, I know Trump did something right.

I noticed this as well!! Incredible to think that 2 million people are being paid by our government - and this is just under the executive branch!! That is more than 1% of the working population of the USA....

And, apparently, in a sparsely computerized environment.

If there’s one prime area for AI replacement of people, it is there. And they know it.

After PDJT is re-elected, I expect to see a great many defections out of gov jobs. Good luck to them in the real world.

I worked most closely with the two union stewards (who also performed actual work like I did). I had only a few gentle requests around joining the union. They understood my polite recusal and we continued to have a very kind, useful, working arrangement. For the lead union steward, I gave some urgent medical advice and studies prior to a major back operation that completely changed what happened and was a much better outcome for the future. It was a big deal for someone in an HMO with a $10,000 cost difference to the HMO, and he got the HMO to grudgingly change the procedure to the newer, more expensive one.

For the other, I had to work even more closely and we got along great.

I would love for all to have my kind of encounters. I vehemently disagree with all unions, but I respect the people until given reasons not to (which would be true for me and all non-union person).

My father was a union member and during strikes he would not cross the line. He told me his fellow union workers would throw bladed jacks to slash tires, and, in fact, the local news reported this happening, which to a child, left me horrified.

I promised myself I would never be a union member, despite my state being a closed shop state.

Did I mention I hate unions?

There 15,000 (18,800) foreign service personnel... 10,000 are commissioned officers who are essentially the same appointments as military. These should also lose protection.

I can’t believe hundreds of thousands of career workers would be setting policy without any oversight. Maybe a few thousand and Fauci likely being one of them...

Spoke to my Marine buddy today regarding the VA and Health care. He had an emergency and was taken by ambulance. He asked them to take him to the VA. They refused and took him instead to the local hospital. For 45 minutes in the emergency room it cost $6000. He called the VA and the VA told him (snippily, he said) they provided health CARE, not health INSURANCE.

I know there are various levels of care. He was in about four years and then got caught in an IED explosion. He was unconscious for 14 days and spent a year learning how to walk again. He has VA health care and 100% disability. (And, despite appearances, he really is disabled. There is no way he could hold down a job.)

My sister has Tricare for Life and other supplemental insurance. She was in 20 years. She has never been to the VA.
