depends on the status of the thing banned. 1000’s of no status people can be banned and there will be no sound. but there will be a growing public resentment.
but ban a high status source and there are consequences and a loud pushback

I agree. When Twitter and Facebook banned the NY Post article, the ban became the news.
People reacted by going to the NY Post article and emailing it to their friends.
Conservative bloggers jumped on the story and repeated more than they might have otherwise.
Guiliani got more coverage by the media than he otherwise would have.
All in all, it was a win.
And now that Twitter has unbanned the story it gets repeated again and again.
