The fbi needs to be disbanded.
Move their critical functions to the US Marshals, and if any fbi agents want to transfer, they must first pass a polygraph.
If they pass that, they must pass a waterboarding test, and if they pass that they will be put on a probationary period and watched like a criminal for a year.
The rest should be shot, like joe said, in the legs and groin {with a 10 gauge with OO buckshot} and thrown in the ocean.
