• Expand this new HS/FMS only outside of DC. Forbid Homeland to keep more than 300 people at a FMS HQ in DC
• Fire/retire/transfer all the FBI leftovers and particularly the lawyers without field time
• Set up a dozen HS/FMS regional offices and recruit locally, in fact, put that in the organizing law
