San Francisco experienced a 43% year-over-year decline in sales tax revenues during the pandemic, which has been credited to an exodus from the expensive city.
San Franciscos chief economist Ted Egan attributed the drop in revenue that occurred between April and June to a flight of individuals from the city, rather than a decline in activity due to the pandemic.
Egan told Fox News that while areas throughout California experienced a decline in sales tax revenues, other cities saw an uptick in online sales but San Francisco did not.
In San Francisco, we saw a big drop in brick-and-mortar sales, and very little increase in online sales, Egan said. So it raises the question, where did that spending go?

If 43% of the population is gone, the fiscally responsible course of action is to reduce the city employees accordingly. I don’t think that will happen until they actually can no longer make payroll.

The exodus isn’t helping but I would have to think the majority of that is because they closed everything down to the 9th degree.
Only one solution, raise the taxes even more!

If you really wanted to be, ya know, 'scientific' about it, you would do a per capita ticket/receipt count to find out if there was actually no decline in per capita spending, vs a decline in people spending.
