Privately owned company totally within their rights to decide what goes on their boards. If I owned a billboard company and someone wanted me to display a board critical of police I’d tell them to go pound sand.

I like the message the watchdog company tried to post.

But the free speech amendment (the 1A) only protects you against government censorship. It doesn’t protect you against private party censorship.

So this is more of a property rights thing. The billboard company can reject any message it wishes. And I would reluctantly support them on that.
