KHARTOUM — Sudanese officials will discuss the removal of their country from a U.S. list of state sponsors of terror with U.S. officials during a visit to the United Arab Emirates this week, the ruling council said on Sunday.
Sudan's transitional government, in charge since the toppling of Omar al-Bashir last year, has been pushing to get off the U.S. list, which hinders its ability to access foreign loans to tackle an economic crisis.
In August, Secretary of State Mike Pompeo raised the issue of Sudan establishing ties with Israel during a visit. Sudanese Prime Minister Abdalla Hamdok told him he had no mandate to do so.
The UAE, a key partner of the U.S., and Bahrain have normalized ties with Israel in deals brokered by Washington, the first Arab states in a quarter of a century to break a longstanding taboo. President Donald Trump has said he expects other Arab countries to follow suit.
Ties with Israel are a sensitive issue in Sudan, which was among the hardline Muslim foes of Israel under Bashir.
The ruling council said its head, General Abdel-Fattah al-Burhan, and Justice Minister Nasredeen Abdelbari were in the delegation set to fly on Sunday to Abu Dhabi, where they would first meet UAE officials to discuss regional issues.

Despite over a year of negotiations, Sudan is facing a fresh obstacle to its removal from a U.S. terrorism list that has hindered its economy: a demand that it normalize relations with Israel, three sources familiar with the matter said.
However, three Sudanese government officials told Reuters on Thursday that Sudan is resisting the linkage of the two issues, which comes as U.S. President Donald Trump has been touting himself as a historic peacemaker on the campaign trail.
Sudan's position is that it's fulfilled every prior negotiated obligation to get itself removed from the terrorism list. "Sudan has completed all the necessary conditions," an unnamed Sudanese said on Thursday. "We expect to be removed from the list soon."
But the US administration has been in a media blitz touting its Middle East peace-making capabilities. The US ambassador to the United Nations, Kelly Kraft, said on Wednesday that another Arab country would join the process of normalization with Israel within the next two days.

In statements to Al-Arabiya, Kraft said that another Arab nation will conduct a peace deal with Israel and more will quickly follow suit, likely "within the next day or two".
Sudan as well as Oman have topped the list in terms of speculation. Kraft even mentioned Saudi Arabia has a hopeful, which would indeed be monumental. The Gulf regimes have already been in covert cooperation and intelligence sharing with Israel in past efforts to topple Assad in Syria. The "counter Iran and its allies" initiative have brought the unlikely bedfellows into an unprecedented era of contact.
I expect China to try to influence the process. They do not want Trump to get another Foreign Policy win before the Election. If Trump can get a few more Arab countries to join UAE it would help Trump a lot.
Sudan is high up on the world list of countries persecuting Christians. They need to quit doing that too.
Our stance should be, "You'll get off the list when we choose. If we want to raise the bar, we'll raise the bar."
Personally, normalizing relations with Israel should be a precondition of getting off the list, but another precondition should be at a minimum of 10 years of good behavior from a nation that has an evil past that stretches back for centuries.
I’d require Sudan to stop persecuting and killing Christians.

When Sudan joins civilization, it'll be especially damaging to jihadists everywhere (such as Roger Waters), because Sudan hosted the conference that produced the reprehensible Khartoum Declaration.

I totally agree. Given the inconvenient reality that the Koran and Hadithas command Muslims in four detailed categories of ways they must lie and dissimulate to non-Muslims, such a cautionary requirement as the one you suggest is not only prudent, but obvious.
Since Muslims are required by Islamic law to spend their lives making the entire world Islamic, through violence, threats and subterfuge, a huge dose of caution and a step by step approach is clearly warranted. Israel should have and still can apply such cautions with all the other countries that are uncharacteristically claiming to be peace-niks with Israel.
The U.S.interlocuters of these “normalization” deals seem to be oblivious to the need for proofs and consistent behavior over time. Not only the English-language press, but far, far more important, the Arabic press should demonstrate a continuous, consistent change of heart towards Israel and the Jewish people, before the U.S. or any Western country grants bribes, such as sweet business deals, sophisticated fighter jets, etc.
The Oslo Accords turned out to be a total fiasco con-job by the P.A., a con-job that the U.S., the E.U., and Israel fell for.
The P.A. kept none of the promises they had signed onto and their use of violence and incitement to hate not only continued, but greatly accelerated. The vast array of financial and material incentives (i.e., bribes) they got for shaking hands on the U.S. White House lawn and saying they were making peace were used for much more institutionalized incitement to hate in schools, madrasshs, books, and media, and for more sophisticated weapons and much more mass terrorism against Israel civilians.
If a county has to be dragged into this kicking and screaming, U.S. and Israeli negotiators should harbor even less hope that that country can be coaxed to have an epiphany of uncharacteristic peacefulness among the family of nations.
