He goes on further to say the bill has constitutional infirmities as it attempts to take away executive authority. Well, the Legislature has the power to do just that. And with the Courts too. Ultimately the Legislature is the most powerful body. Typical that a pencil-neck desk jockey doesn't even understand the system he's a part of.
