Most body armor is only proofed for 9mm or 45 acp and ammo of that class. Easy meat for 3006 or 308 Nato. And if you miss the trauma plate and hit the meat elsewhere the rioter isn’t going anywhere.

I watched a review of 9mm out of a rifle and the added velocity from the rifle barrel will help with penetration. To the point where the armor was defeated. Don’t remember which type.

Absent advanced trauma medical treatment it is probably lethal within 30 minutes.
And it doesn't take too many pelvic casualties to completely overwhelm the enemy's medical system.
