WASHINGTON (NEXSTAR) Democratic leadership in the House rejected a bipartisan $1.5 trillion coronavirus aid proposal that includes a second round of $1,200 direct payments to Americans.
The plan, unveiled by a group calling itself Problem Solvers Caucus, also included $500 billion for cities and states, unemployment insurance of $600 a week, increased SNAP benefits and rental assistance.
A set of powerful Democratic committee chairs swung against the proposal saying it leaves too many needs unmet a leadership effort that signals that the Problem Solvers bill is going nowhere.
No. 2 House Democrat Steny Hoyer of Maryland said the caucus had developed useful ideas, important ideas but said the proposal did not do enough to address the ongoing needs of helping the economy recover from the COVID-19 crisis.

You can pass all of these separate things in separate, stand alone bills - those the GOP Senate and the President agree on would pass on through, those they don't would be shot down. There is no reason for this standoff other than pure partisan politics.

Sadly, Trump is acting like FDR on steroids: as if asserted needs or wants are the same as Amendments to the Constitution permitting spending. The Democrats love spending freely. The moderate Republicans love spending freely. The conservatives are mostly not even resisting.
They want a bail out of the Demorat cities and States...has nothing to do with the people.
The Democratic leadership has already signaled they won’t pass anything that isn’t an absolutely massive boondoggle of a bill. If the Republicans in Congress were smart, they’d start putting up bills with direct payments to people and let the Democrats shoot them down again and again.
Pretty easy campaign ads when you say “I tried to give you thousands of dollars to help your family and these jerks wouldn’t let it happen because they hate you!”
Hopefully they don’t call that bluff though, because the last thing we need is more helicopter money being dumped into peoples’ laps. But it does make a great campaign issue.

Spending for illegitimate ends where there is no delegated power for that spending is not lawful.
Taxing to fund illegitimate expenditures is not lawful.
But taxing is not in and of itself illegitimate.
That said we arent taxing to spend these hundreds of billions ... we are borrowing, printing money. The value for this money is being stolen from us right out of the value in the dollars we already have.
