I believe women were in control of the deck when the collision occurred. No real punishment, either.
Who they need to punish is the fleet commander for not doing risk mitigation in sending out the Fitzgerald. The ship was not ready however mission needs ordered it out early. They could have mitigated risk by staffing up and cross-leveling with experienced crew.

Yes, a woman was OOD (and CONN) when the collision occurred. Another woman was in CIC, and should have been also tracking ALL nearby shipping continuously, and alerting the bridge PRIOR TO even a close approach by other vessels.
