In Pennsylvania it all began in June when Allegheny County (Pittsburgh) saw an uptick in new cases among young adults and “contact tracers” linked them to bars and restaurants-—NOT, of course, the rioting which was in full bloom.
Allegheny has its own Health Department which can exceed the dictates of the PA Department of Health, so they did, and reduced restaurant capacity
Then Tommie the Commie did another one-size-doesn’t-fit all and slapped the same limits on the entire Commonwealth.
