Actually the question should be “where all the Pennsylvania Republicans in the Legislature?”.

They hold a majority but not a veto-proof one.

And the courts always take Tommie’s side.

They followed the law. Voted for a joint resolution via title 35. Emergency is over by law. Supreme Court rewrote the law.
