1. The person stating it is so depraved and lacking even the most fundamental moral compass, so human life means nothing to them.

2. Their skull is not the one being penetrated by the tool that is intended to kill the target, and is done without the benefit of anesthetic.

So, yes. For those people, it is indeed "banal".
