I don’t know about Kenosha specifically, but a lot of those more liberal enclaves up north use FMJ/ball ammo because expanding hollowpoints are scary and too dangerous. Modern 9mm FMJ has a nasty habit of making a 9mm hole through and through and not transferring kinetic energy to body structures as is needed for effective takedowns.
Basically, handguns suck at killing people. Ive seen too many videos of criminals continuing to fight for 60-90 seconds even after taking many 9 mm rounds - barring a good face or upper thoracic cavity shot. It usually takes a carbine to end resistance immediately.
