It is so dangerous jumping in the water to save another drowning person.
Most folks are not that good a swimmer or properly trained.
You don’t know why they are drowning and it may cause you to drown - tides, electrocuted, etc.
Drowning folks will drown you in an attempt not to drown in panic.

This is very good advice, I was a lifeguard and you need to instruct the victim properly or you both can die.in a river or windy waterway,you should always have a flotation device.

Yep. I’m a decent swimmer, and when doing LG training (you have to go save a person), I learned to DIVE, go under if you have to, to get away from the paniced person. Even the big, strong opponents let go. It’s a brutal endeavor, and your instincts can take you right to the jaws of death. I’d kick the person I was saving in the jewels, if I had to.
