Not unusual to draw from past speeches for themes (Reagan's speechwriters did the same thing) but this is a little much.
I guess he figured it worked in ‘08, so why not dust it off for ‘20. Either that, or he had completely forgotten giving the speech 12 years ago.
A little bit of basement editing...and voila!! Biden would have likely watched his old speech over and over. And he liked what he saw.
I find it darn interesting the DNC did not craft a new speech with their team. It could mean several things. It raises questions.
Did they figure Joe would do better with a familiar speech?
Is there any chance it actually is the same speech fed through video editing software/hardware to make it seem new?
If Joe insisted on picking his own speech is he more in control then we think? These are just few.

Long term memory is ok.
It would be interesting to take both whole speeches item by item rather than a two minute clip.
If you look into his eyes you can see a difference. In 2008 it seemed like he was there with a spirit he didn't have Thursday. Now some of that may be giving the speech to a live audience and being able to shift between multiple teleprompters rather than just stare into the camera and the prompter mounted on it, but it seems to be more.
I’m getting older myself, and find that “new” data is harder to remember than “old” memories. You know, like the guy who can remember Stan Musial’s batting average but not what he had for lunch...

I’m beginning to think this “can’t remember, strumbling” is all just a feint to lure Trump into his snare at debate time. Cray cray theory, I know! I never trust a Demonrat. I’ve had the same thought. Same as when Clinton fought to have his testimony private, and when he “lost” and it was televised, it made him look good.
