If they're using transmitting SDR radios, they may not be using cell phone frequencies.

You'd have to use some sort of spectrum analyzer to see what frequencies they're transmitting on.

Marine flare guns might work wonders on dispersing the crowd. Especially ones with Molotovs that have slopped a little gasoline.

That said someone (anti-Antifa) could run through their crowd dispensing gasoline on them while a second person stands at the ready with a flare shooter. These tactics if used enough might cause a serious rethink of these mostly peaceful riots.
