Gov. Tom Wolf, who withheld $12.8 million in federal money from Lebanon County because it violated his closure orders, said the county will receive the money and use $2.8 million to promote the benefits of face maks.
The governor and county announced theyd reached the agreement regarding the CARES Act money that calls for the county to launch a campaign to emphasize the importance of wearing face masks to mitigate the spread of COVID-19 and protect lives, according to a release from the administration.
In May, Commissioners Robert Phillips and Bill Ames voted to put Lebanon in the yellow phase of reopening before Gov. Wolf gave the go-ahead. The county was eventually the last to be moved into the green phase, by the state.
The CARES Act money, which was channeled to counties through the state Department of Community and Economic Development, was intended to help individuals and businesses cope with the economic turmoil created by the COVID-19 pandemic.
This agreement settles the lawsuit filed by the county last month seeking the money.
Throughout the process, I have remained committed to helping the people of Lebanon County and we have found a solution to directly inject nearly $13 million into the community, Wolf said in a news release. My hope is the money will help businesses to succeed and pay workers and allow important local organizations to provide vital services that people need.
Heres how that $12.8 million will be distributed:
$1,000,000 Municipal Government/School District for expenses/reimbursement for COVID-related costs $3,000,000 Small Business Grants and PPE distribution (under 100 employees) $2,250,000 Grants and PPE to tourism-related business and County Fair $2,000,000 Grants and PPE to non-profit 501(c)(3) and 501(c)(19) organizations $1,500,000 Economic Development Corp efforts/forward Lebanon Promotions/Large Biz $250,000 Behavioral Health/Substance Use/ Suicide Prevention Treatment Cost $2,800,000 Campaign to promote universal mask-wearing
Lebanon County commissioners issued a news release confirming the agreement.
The Commissioners urge all residents of Lebanon County to follow all of the Administrations recommended practices to mitigate the impact of COVID 19 in our community, the release said.

Please enlighten me; are masks required outdoors as well as indoors (stores, etc.) in PA? If you are simply walking your dog, riding your bike or taking a walk in the neighborhood, is a mask required? Thanks.
Masks are required outdoors ONLY when it is “not possible to practice social distancing”—but that phrase seldom makes it into news stories.
“Social distancing” does NOT include persons in one’s own household.
