States differ in how they conduct elections. But with the
situation at hand they can still have in person voting by
scheduling the voting over a period of days. Early voting
in some places is schedule in advance for several days. I
know of churches that used to have Sunday service, a dinner
at church and then caravan to the early voting site to vote.
Sunday was a big turnout day.
