Well, it might be both. But if concerns were expressed about the dam bursting, and they were, then it would have to be above.

Wuhan is way downstream of the dam. Probably flooded because they opened the dam floodgates all the way, to save the dam.

Is this flooding above or below The Dam?Both but there are many smaller dams above Three Gorges. With monsoon rains continuing unabated across China, should one of the higher dams fail, a domino effect could result along the entire Yangtze River.
