He is doing more than that. He used wording in the interview saying he was passing a bill by executive order. With this, it will be challenged, it will be taken to the Supremes, and they will have to rule it unconstitutional. He sabotaged it purposely in that interview. And when they do, they will probably have to explain why DACA was allowed and this was not. If Ginsberg is dead by then and he appoints her successor, it is likely DACA goes out the window too.
Basically in this play, he has put the Supremes in a position where they will either crown him all powerful and let him pass and sign bills all by himself, or they will get rid of this, and DACA.
And that is if this passes, which I would guess it will not.
