In remarks on Fox News’ “America’s Newsroom,” the former adviser to President George W. Bush said that “when you are in the barrel, you need to do something that says you are moving in a different direction.” “You have to do something that's big and grab the attention of the American people. It's a big new policy or a change in direction,” he said. Rove said successful reelection campaigns in the modern era — Bill Clinton in 1996, Bush in 2004 and a Barack Obama in 2012 — all said, ‘Here's what I've been doing.’ But all of them also said: ‘Here's the second act. Here's what I want to do in the coming four years.’” “The third thing that they would do in those speeches is say, Hhere’s a contrast between me and my opponent,’” Rove said. “The president needs to be ready by the time he appears in the national convention … to accept the nomination of his party. He has to have a bold agenda that he lays out for the second term and that he can contrast with Joe Biden.”

Establishing a new agenda for an incumbent can have some risk. The agenda you choose may be unpopular with supporters and you can lose their allegiance.
But having a clear and concise message of a handful of goals can make getting a campaign message out easier.
For President Trump I believe a list of goals or agenda would be helpful if targeted to those issues people are showing displeasure with in the country.
Some brain storming of agenda items: Increased training for police officers and federal oversight force to review police activity for abuse and corruption.
Safe schools: from violence and political indoctrination
Zero interest educational loans to those living in inner cities.
Inner city church empowerment through block grants and community development to church communities
Drug addiction counseling services free of charge to inner city communities
This one will need to be a combo to fly. Increase of funding on the border wall along with guaranteed legal immigration admittance of immediate family members to the country after passing a background and medical check. Citizenship for those above a certain age would need to be applied for like normal.
Clear messaging that Marxist anarchists will continue to be arrested and punished
COVID19, the country needs to be open to work with minimal mandates that are reasonable. While waiting on a vaccine.
The Bernie supporters are still out there and they are not Biden friendly picking off a few of them would be helpful as well. School loan interest forgiveness would go a long way.
Swing voters are interested in living an event free life without much contention. Bringing up issues that will cause confrontation may not be helpful. But rather an agenda on how we can live in peace, safely and prosperous is appealing them.
Rove needs to be shown the door.
He is a Bush League Republican who wants to see President Trump fail.
We elected Trump to reverse the Bush Plan for North Mexico (aka USA) of which Rove was one of the architects.

Rove is not wrong is his fundamental point that a President’s reelection campaign requires a different strategy and themes than the campaign that got the President elected. And Trump is waging his reelection campaign in such a manner, based on patriotism, law and order, and opposition to the radical Left. More than that is needed, but Trump has made a good start.

In some fairness, Trump has multiple times promised a comprehensive health care plan with deadlines that have come and gone, and hasn’t delivered.
