The National Park Service has been frustrated for decades by underutilization of the national parks by minorities, especially blacks. I imagine that Hispanics also are underrepresented, but I haven't heard the same level of open concern. So: this is not a new issue.
The NPS has done everything it can think of to boost black attendance, and if you happen to be a young American of the African American persuasion with a reasonable education and no criminal record, the NPS would LOVE to hire you. There is a big affirmative action thumb on the scale on hiring and promotions.
The problem is cultural and that resists easy remedy. Single parent families are also a factor; mom and dad taking the kids to Yellowstone breaks down when dad is an anonymous sperm donor.

I’ve been on the Crazy Horse volksmarch many times.
In every volksmarch I was always struck by the fact that there were very few Lakota marching.
Supposed to be a monument to them but only the token few attended.
