NASCAR said it is investigating after a noose was found in the garage of black driver Bubba Wallace on Sunday at Talladega Superspeedway in Lincoln, Alabama.
"Late this afternoon, NASCAR was made aware that a noose was found in the garage stall of the 43 team. We are angry and outraged, and cannot state strongly enough how seriously we take this heinous act," NASCAR said in a statement. "We have launched an immediate investigation, and will do everything we can to identify the person(s) responsible and eliminate them from the sport.
"As we have stated unequivocally, there is no place for racism in NASCAR, and this act only strengthens our resolve to make the sport open and welcoming to all."

Of course Petty doesn’t need to wait rules-wise. But this “incident” makes Bubba radioactive publicity wise. So now they have to bend over to accommodate him to avoid the hue and cry of the cancel culture mob, so he gets another season before getting let go.
Literally, Bubba is they only person with a financial incentive to do this hoax hate crime. Absolutely everyone one else would be taking a huge risk with a large financial disincentive with the extremely limited number of persons there that day, making discovery more likely. The risk/benefit ratio just doesn’t make them likely suspects (other drivers/crew/track employees)
Not counting out a marxist journalist antifa plant, but attention seeking coupled with very strong financial incentive makes Bubba the most likely suspect.
They let Wallace do it because they needed this to distract from the fact that they couldn’t even sell 5,000 tickets at Talladega this weekend. Probably closer to 1500.

About 99.99 percent of these turn out to be fake.
NASCAR needed a distraction from the fact that they couldn’t sell anywhere near 5000 tickets at Talladega.
