My wife is from Mexico so Spanish-speaking countries are our target universe.
My Spanish is passable and could be even workaday if I used it frequently.
Never been to Europe (West or East) so deciding to settle there is probably not the best way to start.
Costa Rica is nice, though I’d avoid San Juan. Sweet people out in the countryside.
Small town/rural America is still just fine though, I left the big city 11 years ago and have homes in two small towns. Things are great, no issues.

on the Osa penisula. The only issue there might be medical care, an extreme event could be a problem as it’s a 2 hour car ride plus a 3 hour boat ride to get there. I guess a helicopter could be sent. They do have a clinic but I’m guessing it’s primitive. Heck, one of my Colorado towns puts you on a helicopter to Denver for major stuff.
Medical facilities there would be my prime concern. Americans already settled in CR have all the info you need. There may be an association of them you can find.
I've considered Panama. There are some favorable laws for people looking to move down there. I still have a good ways to go before I actually retire, but it never hurts to look and weigh your options.

Socialism is very popular in Spain unfortunately. It’s as leftist as France and Germany. I like Spain, but I wouldn’t consider moving there long-term any more than I’d consider moving to a hard-left blue city in the US.
